It applies to any type of nuclear facility, notably nuclear power plants, research reactors and other nuclear fuel cycle facilities (e.g. enrichment plants, reprocessing plants, fuel fabrication plants, storage facilities), whether in design, redesign, construction, commissioning, operation, shutdown or decommissioning.
